Vehicle miscellany

Ibis Tek* of Butler, Pa. and LOM* of Chicago are both being awarded indefinite-delivery / indefinite-quantity contracts for MRAP 360 Degree Lighting Kits.


The Ibis Tek contract has a ceiling amount $158,075,500 with options which, if exercised, would bring the cumulative ceiling value to $474,226,500. The LOM ceiling is $149,730,000 with options totalling $449,190,000. The work on both contracts is expected to be completed by May 2011. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Stewart & Stevenson TVS, LP, Sealy, Texas, has been awarded a $37,356,777 firm-fixed price contract for low signature armor cabs in a box. Work will be performed in Texas and is expected to be completed by Feb. 19, 2009. U.S. Army TACOM, Warren, Mich., is the contracting activity.

Talon's return

It seems much of the robot talk recently has focused on iRobot. However, the Talon by Foster-Miller (now a subsidiary of QinetiQ North America) is back.

F-M
has been awarded a new $400 million IDIQ (indefinite delivery, indefinite quantity) contract for additional robots and replacement parts for service in Iraq and Afghanistan.

The contract award was made by the Robotic Systems Joint Program Office (RSJPO) administered by the Naval Air Warfare Training Systems Division (NAVAIR). It is a follow-on to the $150 million IDIQ awarded in the spring of 2007 that has now been fully funded.

Over 2,000 Talon robots are now deployed around the world.

Vehicle command and control transformation

Eagan, McAllister Associates, Inc., has been awarded a $22,071,517 indefinite-delivery/indefinite-quantity performance-based contract with hybrid pricing arrangements to provide production engineering, integration product improvement, test and evaluation, and maintenance support as well as the capacity to modernize or introduce transformational technologies into systems and technical support services of various C5ISR (Command, Control, Communications, Computers, Cryptology, Intelligence, Surveillance, Reconnaissance) programs for fielding on platforms such as: Marine Corps Up-Armored HMMWV, Joint Explosive Ordnance Disposal, Rapid Responded Vehicle, Mine Resistant Ambush Protected vehicles, other Department of Defense vehicle platforms, Navy C5ISR tactical vehicles, and Marine Corps C5ISR tactical vehicles, in addition to other tactical vehicles.

This contract includes four one-year options and three-award terms, which if exercised, would bring the cumulative value of this contract to $221,972,342. Work will be performed in Charleston, S.C., and is expected to be completed by May 2009 (May 2016 with all options and award terms exercised). The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity.

More "7-tons" to roll out

MRAP and JLTVs may grab the headlines but the Medium Tactical Vehicle Replacement has been a staple since it started to replace Marine and Navy M900s in the late nineties.

Oshkosh Corp., Oshkosh has been awarded $11,214,202 under a previously awarded indefinite-delivery/indefinite-quantity contract for the purchase of 37 MTVR variants and 28 weapons mount kits for MTVR vehicles.

Work will be performed in Oshkosh, Wis., and work for this delivery order is expected to be completed by Dec. 2008. The Marine Corps System Command, Quantico, Va., is the contracting activity.

Thales launches its' next-gen COMINT

Thales has announced the launch of its new-generation range of COMINT & EW services, systems and equipments called Q (Communications Intelligence & Electronic Warfare).

The CIEW family is primarily designed to meet the current defence and security threats while delivering information dominance and enabling Command & Control operations on the digitised battlespace.

Under the Q brand, the CIEW family includes the global know-how of Thales to design and deliver COMINT & EW solutions tailored to the missions and operational environments of defence and security users, respectively named Intelligence Q, Land Q and Naval Q.

Q mission packages rely on the same core equipment capabilities for interception, analysis, direction-finding and Command and Control warfare or force protection, which can be tailored to fulfil each user's operational environment.

- Land Q is a range of tactical electronic support and electronic attack solutions tailored to army tactical users. It is designed to target the current and near-term communication signals of airland engagement.

- Naval Q is a range of electronic support and electronic attack solutions tailored to maritime tactical users, either on littoral or onboard combat ships. It is designed to target the current and near-term communications environment of littoral and naval operations.

- Intelligence Q is a range of strategic intelligence gathering solutions for national or joint users. It is designed to meet the current and near-term communications signals of the homeland defence, border monitoring and national security environments.

Navistar MRAPS to receive upgrade

The U.S. Navy has given Navistar division International Military and Government LLC (IMG), $261,373,172 a contract modification for engineering change proposals to upgrade Mine Resistant Ambush Protected (MRAP) low rate initial production vehicles.

The government will procure several engineering changes which will provide additional armor protection to increase the survivability of the MRAP Category I (CAT I) vehicles. The order also includes ambulance kits. Work is expected to be completed Nov. 2008.

More CREW systems to Iraq

ITT Communications & Countermeasures Systems is being awarded a $45,194,148 modification to previously awarded contract for the production and support of 586 JCREW 2.1 Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) systems to meet urgent Department of Defense (DoD) requirements in support of Operation Iraqi Freedom.

Vehicle mounted CREW systems are one element of the DoD’s Joint Counter RCIED Electronic Warfare program. Spiral 2.1 CREW systems are vehicle mounted electronic jammers designed to prevent the initiation of RCIED.

It's in the numbers

The success of the U.S. Transportation Command is being heralded by the Armed Forces Press Agency. They certainly have been busy supplying troops in Iraq and Afghanistan along with their other tasks including humanitarian assistance.

One of the pressures on the system has been the delivery of MRAPs to theatre. Illustrating this point are the air and sea deliveries for this program which have now reached a confirmed total of 5,200 units.

New biodetector for U.S.

The U.S. Army Research, Development and Engineering Command Acquisition Center, Aberdeen Proving Ground, Md., has awarded General Dynamics Armament and Technical Products a contract option worth approximately $43 million to produce and test Joint Biological Point Detection Systems (JBPDS). The contract terms also include field-support packages and user training for the technology. This award is a modification of a 2004 contract and brings the total value to date to more than $200 million.

The JBPDS is a self-contained instrument suite that rapidly detects and identifies biological warfare agents. Available in man-portable, shelter-based, ship-based and trailer-mounted variants, the JBPDS is a Joint Services program and is configured to meet the operational requirements of the U.S. Army, Navy, Marine Corps and Air Force.

The economics of counter-IED

Over the next 10 years, an estimated $23 billion will be spent on the development and production of major EW programs, according to Forecast International's “The Market for Electronic Warfare Systems.” Some 35,814 units of leading electronic countermeasures (ECM), radar warning receivers (RWRs), electronic support measures (ESM), and other EW systems that make up this analysis are expected to be produced through 2017.

“The need to counter IEDs has led to a sharp demand for systems and research designed specifically for that task,” said Andrew Dardine, Forecast International Senior Aerospace & Defense Analyst and author of the analysis. “The threat from these devices has only grown more in size and sophistication over the past few years. As a result, major contracts have been awarded to move the effort forward."

The market leaders in this analysis are Northrop Grumman, BAE Systems, Raytheon, ITT, and Lockheed Martin. The French defense firm Thales and Israel’s Elta Systems are also making increasingly strong showings in the areas of ESM and ECM systems for a variety of international applications.

While little has changed in recent years in terms of the apparent reluctance of any government agency to fund this extremely expensive work, EW manufacturers are jockeying for position in the market of missile protection for civilian airliners. The need to protect civilian airliners and other non-military aircraft has led many companies to invest large sums of money into adapting their military infrared (IR) countermeasures systems to new uses. The scope of this effort is truly international, with companies such as Saab, EADS, and Israel’s Rafael taking a strong lead, as well as BAE systems and Northrop Grumman.

While the prospect of equipping civilian aircraft is far from certain, the military demand for this technology is more assured. Northrop Grumman’s Large Aircraft IR Countermeasures (LAIRCM) system is expected to be installed on a growing number of NATO and U.S. aircraft. The FY08/09 U.S. defense budget features one of the biggest allotments for LAIRCM development and procurement in the system's history. The Pentagon plans to spend well over $1 billion through FY13 on procurement of the systems for these aircraft, declaring that its long-range desire is to equip a total of 444 aircraft.

Among military planners, the need to adapt and adopt airborne electronic attack (AEA) systems will also be a major market driver. Low-rate initial production of the U.S. Navy’s all-important EA-18G Growler AEA platform is to run through 2009-2012. Meanwhile, upgraded EA-6B Prowlers are deploying as fast as they can be completed. Desperately needing to disrupt and disable enemy communications on a moment’s notice, the U.S. Marine Corp has already taken an early lead in the program, procuring its own fleet of upgraded aircraft.

In terms of funding, based on a projection of the current U.S. defense budget, the Navy will likely spend more than $2.3 billion over the next 10 years on R&D for EW technology. Likewise, the Air Force can be expected to commit some $673.6 million for its own EW needs – a number that may change dramatically with the prospect of a possibly renewed B-52 Airborne Electronic Attack program.

Naval airborne anti-mine system update

Raytheon has been awarded a $7,733,484 contract modification for three Low Rate Initial Production units of the Airborne Mine Neutralization System (AMNS). The purpose of the AMNS is to reacquire and neutralize mines after detection. The AMNS will be employed by the MH-60S helicopter to explosively neutralize unburied bottom, close tethered and moored sea mines that are impractical or unsafe to counter using existing minesweeping/mine neutralization techniques.

Work will be performed in Portsmouth, R.I., (56 percent); Waterlooville, United Kingdom (23 percent); Claremont, N.H., (11 percent); Windber, Pa., (5 percent); West Wareham, Mass., (3 percent); Biddford, Maine (1%), and Ottawa, Ontario, Canada (1 percent) and is expected to be completed by Nov. 2010. Contract funds will not expire at the end of the current fiscal year.

The "What ever happened to ..." Department

What ever happened to Admiral Tim Ziemer? Well, in June 2006 he was selected to head the President’s Malaria Initiative (PMI). The PMI is a $1.2 billion, five-year program to combat malaria in Africa. Steven Phillips has written an interesting account of meeting up with the Admiral in Mali.

"It's no secret to anyone who has spent time with the Admiral that he's a hands-on type of guy. A former Navy pilot, submarine hunter, and commandant of the Newport shipyard (the Navy's largest port facility in the world) Tim is simply locked in on getting the job done." The full story is here.
